FROM BRAZIL TO THE WORLD 

BRAZIL HAS AN EXPORT-ORIENTED ECONOMY, DEPENDENT ON EXPORTS FROM MANUFACTURING (54% OF TOTAL EXPORTS), MINING (23%), AND AGRICULTURAL PRODUCTS (22%). THE COUNTRY EXPORTS MAINLY: SOYBEANS AND RELATED PRODUCTS (17% OF TOTAL EXPORTS); CRUDE PETROLEUM OILS/BITUMINOUS MINERALS (13%), AND IRON ORE (9%). THE COUNTRY'S MAIN EXPORT PARTNERS ARE: CHINA (27% OF TOTAL EXPORTS), THE UNITED STATES (11%), ARGENTINA (5%), THE NETHERLANDS (4%), CHILE, AND SPAIN (3% EACH). OTHERS INCLUDE: CANADA, JAPAN, AND GERMANY.

CRÉDITOS DE CARBONO

O mercado de carbono permite que empresas e países compensem as emissões por meio da compra de créditos vinculados a iniciativas de preservação ambiental. A intenção do marco regulatório é incentivar a redução das emissões poluentes e amenizar as mudanças climáticas. O SBCE divide o mercado de crédito de carbono brasileiro em dois setores: o regulado e o voluntário. O primeiro envolve iniciativas do poder público. Já o segundo se refere à iniciativa privada, mais flexível. Para o chamado setor regulado, o texto prevê a criação de um órgão gestor responsável por criar normas e aplicar sanções a infrações cometidas pelas entidades que se sujeitarão a ele. Será o caso das próprias iniciativas governamentais ou de organizações que emitam mais de 10 mil toneladas de dióxido de carbono equivalente (CO2e) por ano. O CO2 equivalente é uma medida usada para comparar as emissões de diferentes gases de efeito estufa, que leva em conta o potencial de aquecimento global de cada substância e representa o total em quantidade de gás carbônico que teria o mesmo potencial. A Petrobras, por exemplo, emitiu 46 milhões de toneladas de CO2e em 2023, segundo relatório da estatal. As organizações sujeitas à regulação deverão fornecer plano de monitoramento e relatórios das atividades ao órgão gestor. O setor do agronegócio, no entanto, não será atingido pelo projeto.
